AFSEC Exchange Rules for Members (These rules supersede the old AFSEC Exchange rules dated 2006)
The following are rules that are designated to be as simple/inclusive as possible so as to enable all of us to use and enjoy our AFSEC exchange.
QUALITY Enter only stamps that are of a quality that you would add to your collection. Seconds with minor defects may be entered at a maximum of 10% cat. - manager may remove and return any stamp that is not acceptable.
MOUNTING You may use hinges, but remember modern hinges are very aggressive and can damage your stamps. We recommend using Dennison hinges where available.
We recommend that you moisten the hinge as illustrated.
You may also use 3M no. 811 removable tape (do not use other types)
MOUNTING SHEETS 1) Use only sheets supplied free from the exchange manager. 2) Enter on the sheet - your member no. - your personal sheet no. - the country - the issue start and end years of the stamps on the sheet - the catalog year used - the total cat. value of the sheet. 3) Mount only one country per sheet, you may leave blank spaces - multiple countries will not receive much circulation/sales, as most member requests are country specific. 4) There is a 100.00 c.v. limit per sheet - you may leave spaces. 5) If you have older blank sheets that are not addressed to Springfield, MO then discard them. 6) Souvenir Sheets are always welcome, send them in to the exchange with an itemized inventory sheet - do not notate/add them to an exchange sheet as in the past. The exchange will offer them as received on a rotation basis to members. Be sure to pack them securely to avoid damage in transit. Damages will be the responsibility of those making the shipment(s).
FEES 1) The member must at all times maintain a minimum of $5.00 cash postage account. 2) 10% in catalog value of stamps entered will be retained by the club to help cover operating expenses of the exchange. 3) The member must at all times maintain a $150.00 cat. value balance to receive selections, (You may purchase credit from the exchange at the rate of $33.00 cash for $100.00 cat. value, or just enter new sheets to add to your credit line) 4) Selections must be returned within 30 days from the date on your statement, after that time reminders will be sent to you and the costs will be deducted from your postage account.
RETIREMENT 1) Member sheets will be circulated until there are too few stamps to warrant circulation, or there are no further requests for the material on the sheet. 2) When a member resigns from the exchange the members account will be closed as follows: 2a) If the member has a positive balance, that is the member has an amount in in catalog value due to the member then the exchange will return the members sheets and if necessary club owned sheets in an amount to zero the members balance. 2b) If the member has a negative balance, that is owes the club catalog value then the member may submit sheets acceptable to the manager in the amount due, or may pay the balance due in cash at the rate of $33.00 cash per $100.00 catalog value or a fraction thereof. 3) The members postage account balance will be paid by club check.
